本项目芝罘湾一突堤片区城市建筑风貌设计已经有关部门批准，建设资金来自国有资金，出资比例为100%，征集单位：烟台海上世界投资开发集团有限公司；委托的组织策划单位为逸臣工程咨询有限公司。本项目已具备征集招标条件，现决定对该项目的设计进行国际公开征集。

2.项目概况与征集范围

2.1规划范围：芝罘湾一突堤及其周边用地范围，南至火车站北广场、西至烟台港生产调度指挥中心东侧规划路，规划用地面积约1平方公里。

2.1 planning scope: the land area of a jetty in zhifu bay and its surrounding areas, the south to the north square of the railway station, and the west to the planned road on the east side of the production dispatching command center of yantai port. the planned land area is about 1 square kilometer.

2.2研究范围：研究范围主要包含一二突堤及其烟台山等周边用地，东至烟台山、南至北马路、西至环海路、北至幸福南路，规划用地面积约3.3平方公里。

2.3规划主要内容：本次设计分为两个阶段，第一阶段为概念城市风貌设计。待经专家评审后，确定中选方进行第二阶段的深化阶段（具体详见设计任务书）。

3.申请人资格要求

3.1应征申请人（以下简称“申请人”）应为合法注册的法人实体或由合法注册的法人实体组成的项目联合体，不接受个人及个人组合的报名；

3.2申请人须具有城乡规划/城市设计的专业技术能力；

4.3.1本项目评审办法：一阶段：综合评分法；二阶段：记名投票法。

4.3.2本次竞赛活动共分为资格入围和方案评选两个阶段，（一）资格入围阶段。通过公开报名的方式招募国内外优秀设计团队，通过评选确定资格入围名单，设计团队需要提供包括资质水平、团队成员、作品成果等能表现团队设计实力的相关证明材料，并提出方案设计的简要思路。最终由专家通过综合评审得分由高至低评选出5家设计团队入围下阶段的方案评选（若参与征集≤5家，则改为合格制）。（二）方案评选阶段。由入围的设计团队提交方案设计成果，征集单位组织专家进行方案评选推荐三名合格中标候选人，不标明排序；最终再组织由专家组成的定标委员会确定最终的排名顺序，委托第一名中选设计团队开展后续方案深化工作。方案深化可吸取各应征方案优点，同时按照各方意见深化细化整合为一版具有整体性和独创性的设计方案，指导项目实施。

4.3.2 this competition is divided into two stages: qualification shortlist and program selection. (1) qualification finalist stage. recruit excellent design teams at home and abroad through open registration, and determine the shortlist of qualifications through selection. the design team needs to provide relevant certification materials that can demonstrate the team's design strength, including qualification level, team members, and work results, and put forward a brief design idea. . in the end, experts will select 5 design teams from high to low through comprehensive evaluation scores to be shortlisted for the next stage of the program selection ( if the participation in the solicitation is less than or equal to 5, it will be changed to the qualified system). (2) program selection stage. the shortlisted design team submits the design results of the scheme, and the solicitation unit organizes experts to conduct scheme selection and recommend three qualified candidates for the bid, without indicating the order; finally, a bid evaluation committee composed of experts will be organized to determine the final ranking order, and the first place will be entrusted to be selected. the design team carried out the follow-up plan deepening work. the deepening of the scheme can absorb the advantages of each application scheme, and at the same time, according to the opinions of all parties, it can be further refined and integrated into a design scheme with integrity and originality to guide the implementation of the project.

5.资格预审申请文件的递交

5.3提交方式：本项目递交资格预审申请文件方式：采用线下提交方式，应征单位以书面文件形式递交资格预审申请文件；

6.应征设计补偿金、奖项和深化费用的设置

6.1应征设计补偿金

主办单位将向按征集文件的要求在规定的时间内提交了有效应征文件的应征人支付应征设计补偿金，金额为人民币150万元（含税）/入围单位，但若征集单位或评审委员会认为入围单位（联合体）提交的成果文件未达到约定的设计工作深度及成果要求的，征集单位可相应支付部分或不支付其方案征集补偿金；

the organizer will pay the design compensation fee of rmb 1,500,000 (tax included) / shortlisted unit to the applicant who has submitted valid application documents within the specified time according to the requirements of the solicitation documents, but if the solicitation unit or the review committee believes that if the outcome documents submitted by the shortlisted unit (consortium) do not meet the agreed design work depth and achievement requirements, the soliciting unit may pay part or no of the compensation for its proposal solicitation accordingly;

6.2奖项和深化费用的设置

本次方案征集设优胜奖1名，获优胜奖的应征人须根据征集单位的深化设计要求对其提交的设计成果进行为期30天的深化优化，深化费用为人民币200万元（含税）。
