简要规格描述或项目基本概况介绍、用途：本项目拟通过公开招标的方式，选择一家合格的供应商为洋泾街道办事处工作人员提供早、午餐供应管理与服务，早、午餐均采用自选零点模式，早餐就餐人数120人左右，每日供应早餐不少于8个品种；午餐就餐人数300人左右，每周不少于65种菜品，并确保食品卫生安全。（具体详见第三章采购需求书）

brief specification description or basic overview of the project:the project intends to select a qualified supplier to provide breakfast and lunch supply management and services for the staff of yangjing street office through public bidding, and the breakfast and lunch are selected in the à la carte mode, with about 120 people for breakfast, and no less than 8 varieties of breakfast are served every day; there are about 300 people for lunch, no less than 65 kinds of dishes per week, and food hygiene and safety are ensured. 合同履约期限：本项目一次招标三年有效，合同签订采用一年一签，年度考核合格后进行合同续签。本次报价所涵盖的服务期限为合同签订之日起一年。

二、申请人的资格要求

2. qualification requirements for bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）残疾人福利性单位，并将其视同小微型企业。
